So how sustainable is your toilet paper? There are a few things you should consider:

1. What is it made of (recycled material, bamboo, virgin paper)

2. Where is it made (local to you, China)

3. What is it packaged in (plastic, biodegradable plastic, paper, naked)

4. Price

From what I have read it is generally considered better to have your paper made local to you and from recycled content. Even if this means you have some plastic packaging to recycle.
